Almost every state school on this corridor now caps who can enrol

Sign a lease in October. Unpack in November. Find out in December that the state school four streets away cannot take your child, and that nothing has gone wrong, because the address sits on the wrong side of a line on a map. For a large share of Indian-Australian families in South East Queensland, households that rent first and buy later, that sequence is the most expensive mistake available this term.

The line has a name inside the system that draws it. The enrolment management plan Queensland attaches to a state school at capacity is what turns a catchment from a preference into a gate. A school operating under one takes the children who live inside its catchment boundary and closes enrolment to families outside it. This is not a matter of the principal being persuaded on the day.

What the enrolment management plan Queensland runs actually does

A state school moves onto the list once its enrolments reach 80 per cent of its student enrolment capacity. From that point the principal is required to restrict enrolments from outside the catchment, so that there is room for the children who live inside it. The Department of Education publishes the full list of schools operating under a plan on its enrolment management plans page, and that list was last updated on 15 September 2026.

The department’s own wording is exact. Schools are required to implement a plan “when enrolments reach 80% of the school’s student enrolment capacity”. This masthead read that list on 21 September 2026 and counted 29 schools across the western corridor running from Ipswich and Springfield through Forest Lake and out to Flagstone, and another 14 across the northern growth corridor from Petrie and Kallangur up to North Lakes.

The southside is where this stops being a corridor story. Read the same list against the suburbs this paper is read in and the names keep coming: Sunnybank, Sunnybank Hills, Runcorn, MacGregor primary and high, Robertson, Kuraby, Eight Mile Plains, Algester, Calamvale Community College, Stretton State College, Mount Gravatt State High, Rochedale, Browns Plains, Marsden State High, Woodridge and Park Ridge. Coopers Plains and Underwood are not on it. Close to everything else a family between Sunnybank and Logan Central would consider already is.

North Lakes State College is capped at 3,452 students, and its plan was gazetted on 11 September 2026, ten days before that research was done. That number is the ceiling the whole plan is measured against, and it is the reason a family living three streets outside the boundary cannot argue its way in at the counter. The date matters as much as the figure. A plan gazetted in the second week of September lands squarely on the households filling in Prep and Year 7 forms for next year, which is to say on families already halfway through the decision.

Three separate reads of that list, by two reporters and then by this desk, returned the same picture. The department publishes it in full and it is free to open, so the only name that decides anything for your household is your own school. Look that one up before you read another word of this.

Why Term 4 is the deadline that counts

Queensland’s Term 4 runs from Tuesday 6 October to Friday 11 December 2026. Prep and Year 7 offers for the 2027 school year are being made across those ten weeks. Term 1 2027 begins on Wednesday 27 January 2027.

That timetable matters more than it looks on a calendar. A family that starts looking at schools in January is looking after the places have been allocated. A family that signs a twelve month lease in October without checking the catchment has settled the question of where its children go for the whole of 2027, because a lease is hard to break and a catchment boundary does not move to suit you.

What to check before you sign a lease

Check the exact address, the street number and all, against the school’s catchment map before you sign anything. A property advertised as being in a suburb is a different thing from a property inside a particular school’s catchment, and the two boundaries rarely line up. Suburb names are marketing. Catchment maps are administration, and administration wins.

Then check whether the school you want appears on the department’s list. If it does, an address inside the catchment becomes the reliable way in. Ask the school directly what proof of address it requires and have those documents ready before you apply. If you are moving from Sunnybank or Runcorn out to Springfield Lakes, Redbank Plains, Ripley or North Lakes, do the catchment check first and the inspection second. Families routinely do it the other way around, and by the time they discover the problem the bond has been paid.

The other door that closed on 1 August

The same households are being squeezed from a second direction, and the two squeezes have not been read together anywhere else.

Queensland’s first home transfer duty concession, the saving that makes a first purchase possible for a lot of families, is worth up to $24,525. For transactions entered into on or after 1 August 2026, it requires the buyer to be an Australian citizen, a permanent resident or a specified foreign retiree. A household on a temporary visa no longer qualifies.

Put those two rules side by side. The catchment gate assumes a family can choose where it lives. The duty concession assumes a family can buy. A household on a 482 visa, paying full market rent while it saves a deposit, satisfies neither assumption. It cannot buy into the catchment with the help the state offers to citizens and permanent residents, and it cannot get its child into the school without an address it can only rent, on a lease that may not be renewed. That is a narrow place to stand while raising children, and it is the part of this story a property listing will never mention.

The questions now with the department

None of this is an accusation. Schools fill up because families keep arriving, and a corridor growing as fast as Ipswich, Springfield, Ripley and North Lakes was always going to reach a ceiling somewhere. The fair question is whether the building is keeping pace with the arriving, and whether families are being told early enough to act on it.

This masthead has asked the Department of Education how many schools across Brisbane, Ipswich, Logan and Moreton Bay are now operating under enrolment management plans, and how many applications from outside catchment have been refused this year. The same questions have gone to John-Paul Langbroek, the Minister for Education and the Arts. We will publish whatever comes back, including a refusal to answer.

Until then the practical advice is dull and it holds. The school your child attends next year is being decided this term, by a boundary you can look up in five minutes and a lease you will live with for twelve months. Look up the boundary first, and let the house follow the school rather than the other way around.
